Creating backgrounds with Photoshop Filters:
Using Distort >> Polar Coordinates Filter:
The following background image effect achieved using Distort >> Polar Coordinates Filter option.

(1) Open a new document with sizes width: 400pixels and height: 400pixels and resolution 72 dpi.
(2) Create a new layer and fill the new layer with color blue (Hexadecimal code: # 549CFD) or any color of your choice.
3) Draw white vertical bars at equal distance as shown below on same blue color layer. The vertical white bars can be drawn using Rectangular Marquee tool.

3. Make sure that you are with same layer. Go to filter>>Distort>>Polar Coordinates. Check the option Rectangular to Polar in the Polar Coordinates dialogue box and click ok. You should get the final out put similar to the following.
