Creating Ripple Background Banner
Start Photoshop.
(1) Create new document with sizes 600 pixel width and 100 pixel height.
(2) Create layer above background layer and name the layer as blueBG.
(3) Make sure that blueBG layer is selected and fill the layer with blue color (#00599d).
(4) Create another layer above blueBG layer and name the layer "filter effects", fill the layer with light blue color (#0090ff).
(5) With "filter effect" layer selected draw a vertical selection to the left with Marquee tool as shown below.
(6) Press delete key to delete selected portion. Move selection to 4 pixels Away from first deleted portion. Repeat this step until you have at least 10 to 15 deleted portions on filter effect layer. Final image should look like this:
(7) Move deleted portions of filter effect layer to the extreme side of the Banner as shown below.

(8) Go to filter>>Distort>>Ripples. In the ripples dialogue box select size= large and adjust the amount to -728% and click ok.
(9) Rippled filter layer should look similar to this:
(10) Type your favorite text above the filter effect layer to look similar to the following.
Final Layer pallet:
Right click on the image and select "Save Target As...".
