Oil Paint Effect
No need of linseed oil to get this Oil paint effect in Photoshop. Only with the help of smudge tool you can achieve this effect.
I chosen Monarch Butterfly wing to illustrate this tutorial.

Follow these steps to get Oil Painting Effect.
(1) Select Zoom tool (with + mark) and click on original image twice to zoom it to 300%.

(2) Select Smudge Tool (Keyboard Short cut R) and set its Mode to Normal and Strength to 53%. These settings can be altered according to need.
(3) Set the Smudge Tool brush size to 5. To increasing decrease Smudge Tool?s brush size press key ?]? to increase or key ?[? to decrease. Make alternation to brush size according to requirement.
(4) Make sure that original image is zoomed to 300% and Smudge tool is selected. Click and hold mouse and Smudge the areas on image in the direction of the colors. Avoid smudging in different directions. Justify colors flow and make constant strokes.
You should get the result image similar to this:
The technique involved is you need to merge all the pixels to give smooth effect.
(5) To make the image bright increase its brightness and contrast to a little bit.

To alter brightness and contrast go to Image>>Adjustments>>Brightness/Contrast...

Do not forget to check the? Lock Transparent Pixels? icon in the layer palette, the first Icon opposite to word lock above the layer palette. Just mouse hover on the icons to see the tool tip to identify the purpose of each icons. Lock Transparent Pixel prevents accidental crossing of the boarder while painting.
Finally increase the Contrast and Brightness as required.
