The entire article is flawed because it starts with a divide when there barely is one. Do designers and developers have different tasks? Sure do. Do they cross over? All the time. Do they work on different things? Sort of, both work on the same site just different parts of it.
It’s not as catchy as saying, “I’m a web designer,” but when people ask what I do I say, “I make websites.” If they need a job title I’m a web freelancer. If they still want more information I start listing my areas of speciality because ‘web designer’ and ‘web developer’ don’t even come close to what I do.
A good web designer has to have a knowledge of current web development processes. In a good web design, the user functionality is planned and designed into the page before the developer even sees it. I think a web designer needs the knowledge of development perhaps more than a developer needs any design skills.
